Saudi Defense Minister Khalid bin Salman arrived in Tehran on Sunday, October 26, to hold talks with Iranian leaders. He is joined by Field Marshal Asim Munir, the chief of the Pakistan Army, and Ibrahim Kalin, the head of Turkish intelligence. The visit marks the first major diplomatic engagement between Iran and the three signatories of the Mecca Joint Defense Agreement.

The agreement was signed on August 7, 2026, in Mecca by Saudi Crown Prince Mohammed bin Salman, Turkish President Recep Tayyip Erdogan, and Pakistani Prime Minister Shehbaz Sharif. The pact includes a collective defense clause stating that an armed attack on one member is considered an attack on all three. It also mandates joint military exercises, intelligence sharing, and defense technology development. Turkey published the full text of the agreement in October as it moved toward parliamentary ratification.

Iran's Foreign Ministry Spokesperson Esmaeil Baghaei described the hosting of these senior officials as a key step toward regional diplomacy. He argued that lasting stability in the Middle East requires the region to handle its own problems. This messaging suggests a preference for local resolution over continued external military intervention. The U.S. and Israel have both stated publicly that the war with Iran will continue.

The presence of high-level military and security chiefs from the pact nations implies a belief that conflict can be managed diplomatically for the near term. In Israel, President Donald Trump has twice endorsed Prime Minister Benjamin Netanyahu to remain in power to continue the fight against Iran. This stance has surprised some Israelis who view the U.S.-Israel relationship as broader than a single political alliance. Iranian officials are aware that Israeli reports indicate the military was hesitant to strike right before Israeli elections.

Observers note that the alliance combines nuclear-armed Pakistan with NATO member Turkey and Saudi Arabia. While the pact is modeled partly on NATO, NATO has historically focused on cooperation and training rather than immediate war. The three Mecca pact nations are generally conservative and cautious states. Saudi Arabia is a monarchy that tends to avoid risks, while Turkey has become more cautious since 2022 despite its earlier military activity. Pakistan remains a conservative state despite recent clashes with India and Afghanistan.

Saudi Arabia’s Deputy Minister for Public Diplomacy, Dr. Rayed Krimly, said the talks aim to ease regional tensions. He noted that the meeting will be held with Iranian President Masoud Pezeshkian and Mohsen Rezaei, the Secretary-General of the Supreme National Security Council. The Saudi government views the visit as part of ongoing efforts to de-escalate the current situation and encourage dialogue.

The outcome of these talks will determine if the agreement produces practical mechanisms for cooperation or remains a symbolic gesture. The inclusion of heavy hitters from all three nations suggests a serious attempt to build consensus on regional issues. The delegation's presence in Tehran signals a coordinated diplomatic approach to the ongoing conflict.
