Devin Jacob Ballard, a 20-year-old United States Marine, faces murder and robbery charges for the death of Anna Yagi, 39, in Okinawa. Prosecutors indicted Ballard on the suspicion that he strangled Yagi with a telephone cord and took her backpack and wallet on October 3.

The incident occurred at a hotel in Naha, the capital of the Okinawa prefecture. Ballard was stationed at US Marine Corps Air Station Futenma. Investigators reviewed security footage that allegedly shows a man believed to be Ballard entering the hotel with Yagi and leaving alone with her possessions.

Japanese media reports citing the indictment document state that Ballard denied the allegations. However, Asahi Shimbun and Kyodo News reported that investigators said he made statements suggesting his involvement in the crime.

The case has intensified scrutiny of the approximately 55,000 US troops stationed in Japan, with the highest concentration located in Okinawa. Prime Minister Sanae Takaichi described the crime as brutal and heinous. Her government registered a strong protest with the United States and called for strict disciplinary action against US military personnel.

Genta Koja, the governor of Okinawa, stated that the prefecture has repeatedly demanded the US take action to prevent such incidents. He characterized the alleged crime as a sign of a lack of discipline among the stationed forces.

The Marine Corps said it is actively cooperating with Japanese authorities in response to the allegations of serious criminal actions. The service also extended condolences to the victim's family. This incident follows a series of cases involving US servicemen in the region, including a 2025 sentence for Lance Cpl Jamel Clayton and four sexual assault cases involving US troops in 2024.

Public anger has led to demonstrations in Naha and Tokyo earlier this month, where approximately 100 people protested. On social media, users expressed outrage, with one commenter writing that enough is enough.
