Residents near the former Four Echelon Plaza in Voorhees can expect a major change in the local skyline. The eight-story office building, which has stood empty since 2024, will be converted into a 178-unit apartment complex.

The Voorhees Planning Board approved the preliminary and final major site plan on October 14. The development will include a two-story parking garage situated on the 4.8-acre property. The top floor of that garage will feature a swimming pool, a sports court, and lounge areas. The building itself is a historic tax credit project under the Federal Rehabilitation Tax Incentives Program.

The structure was listed on the National Register of Historic Places this year. The New Jersey Department of Environmental Protection cited it as an early example of precast concrete in modern architecture. It served as the headquarters for United Engineers & Constructors for decades. The building is part of the early 1970s Echelon Town Center plan developed by The Rouse Company, which also included the now-closed Echelon Mall.

RP 201 Laurel Property Owner LLC, based in Wayne, Pennsylvania, is the developer behind the project. The company purchased the property last year for $4.3 million from 201 Laurel Road Voorhees LLC, a developer based in Teaneck, New Jersey. The building had been vacant for two years prior to the sale.

Ira M. Lubert holds nearly a 43% interest in the developer. His address is listed as care of Belgravia Management LP in Philadelphia. Beverage Financial Partners LP, based in Pennsauken, New Jersey, holds a 10.42% interest in the entity. This is not the first attempt to repurpose the building from office space. Pinnacle Luxury Residences LLC of New Hope, Pennsylvania, received approval in 2024 to convert the site into senior apartments, but that plan did not proceed.
