NJ Transit is seeking a developer to transform a commuter parking lot in Jersey City into a mixed-use project. The site comprises approximately 11 acres of land located across from the Liberty State Park Station on the Hudson-Bergen Light Rail line.

The property currently functions as a park-and-ride facility. The agency is partnering with the City of Jersey City to solicit proposals for this transit-oriented development. This initiative is one component of the agency’s LAND Plan, an acronym for Leveraging Assets for Non-Farebox Dollars.

NJ Transit aims to generate new revenue by developing roughly 8,000 acres of agency-owned property statewide. The request for proposals does not impose strict design restrictions. However, the agency requires submissions to present an implementable vision that aligns with local land use and economic goals.

The agency stated it intends to select a respondent capable of exceptional design. The chosen developer must demonstrate a clear market basis for the project. Stakeholder involvement is also considered a critical part of the delivery process.

A site visit is scheduled for November 12. An informal networking session will follow that visit. Participation in these events is encouraged but not mandatory for those interested in bidding.

Prospective developers must submit a Notice of Intent to Submit Form by 4:00 p.m. on December 17. Full proposals are due by 4:00 p.m. on January 21, 2027. Bidders are responsible for securing municipal approvals, financing, and community support for their plans.

The agency will evaluate proposals based on qualifications, personnel, and feasibility. This review will assess the likelihood of meeting development and operations goals. Other properties targeted for redevelopment under the LAND Plan include sites in Union City, Bordentown, and Trenton.
