Shane David Lucas, a 23-year-old from Fairfax, Virginia, will spend the next decade in prison for attacking two female jail deputies on the same date, one year apart.
The first incident occurred on May 16, 2025, when Deputy Hayden was conducting a security check in a housing pod. Lucas, who was using an inmate telephone, approached the deputy from behind and exposed himself. When Hayden tried to remove him, Lucas assumed a fighting stance and began punching and striking her. He knocked her to the ground and continued to kick and stomp her until she locked his leg and held him down until backup arrived.
Exactly one year later, on May 16, 2026, Lucas attacked Deputy Archie during a similar security check. After asking a question, Lucas grabbed Archie with both hands and struck her in the face. He attempted to knock her down, but Archie remained on her feet and restrained him. Prosecutors described both encounters as premeditated acts of violence committed by a menace to correctional officers.
During the sentencing hearing on October 22, Senior Assistant Commonwealth's Attorney Anna Hammond argued for a sentence well beyond the standard guidelines. She noted that Lucas was a violent offender who required a strong penalty to protect law enforcement. Circuit Court Judge James E. Plowman agreed that the case was extremely troubling and that Lucas' criminal history did not work in his favor. The judge stated that the recommended guidelines called for a term between two years and seven months and six years and seven months.
Plowman imposed a 27-year sentence but suspended 16 years and six months. Lucas will serve the remaining 10 years and six months in the Virginia Department of Corrections. He was found guilty of malicious bodily injury to a law enforcement officer, obscene sexual display, assault and battery of a law enforcement officer, and sexual battery. The judge also ordered Lucas to complete five years of supervised probation and register as a sex offender upon his release.
